Royalton Township Board Meeting

April 26, 2011

            7:30 pm, April 26 the Royalton Township Board Meeting was called to order by Chair Leslie Orvis with John Kemen, Wayne Olson, Deputy Treasurer, Roxanne Orvis, Deputy Clerk Duane Swanson and Roberta Folkestad present. The meeting was opened with the pledge of allegiance.

            Motion by Wayne Olson to add road grading and rental, and discussion onthree town roads to the agenda and to approve the agenda, second by John Kemen, motion carried.

            The Reorganization Meeting Minutes were read by Deputy Clerk, Duane Swanson. Motion by Wayne Olson to approve the minutes as read, second by John Kemen, motion carried.

            Deputy Clerk, Duane Swanson read the Minutes to the March 29, 2011 Board Meeting. Motion to approve and sign the minutes by Wayne Olson, second by John Kemen, motion carried.

           Motion by John Kemen to approve the Treasurer’s report as read by Deputy Treasurer, Roxanne Orvis, second by Wayne Olson, motion carried.

           The bills were read and discussed. Motion by John Kemen to approve and pay claim numbers 9434 through 9446, second by Wayne Olson, motion carried.

 

Old Business:

           There were three gravel quotes received by Royalton Township Board. Rydberg & Sons, Inc. quote was $11.75; Keith Hass Construction’s quote was $7.95; Bjorklund Companies LLC was $7.39, all per yard. Motion by John Kemen to accept the $7.39 quote from Bjorklund Construction, second by Wayne Olson, motion carried.      

           Brent Roshell, from Anderson Passe, Rural Sign Management System, did a presentation about what his company could do for Royalton Township’s need to do reflectivity testing and road sign placement.  He quoted that they would do the work for $1,800.00 or less. The Board will table this until the May Meeting.

           There were two lawn mowing quotes received by the Board. Both were for $25.00 per mowing. Motion by John Kemen to hire Wirth’s, second by Wayne Olson, motion carried.

           There has been no meeting with the Minnesota Licensed Building Inspector at this time.

           After discussion about cutting and spraying brush, in the Township road right-of-ways, motion by John Kemen to put a notice in the paper about the possibility of spraying brush in the road right of way, second by Wayne Olson, motion carried.

           The Board viewed the property at 5400 Royal River Road, Braham, on the Annual Road Inspection, and it was noted that a fence had been put up on one side of the property and some of the things have been cleaned up. Another trip back to the property will be done by Leslie Orvis and Wayne Olson.

The Annual Road Inspection has been done and the Clerk will receive a copy of the Roads that need work done on them.

The water pump discussion has been tabled until the May Meeting.

After much discussion the un-hired helper/employee was tabled until the May Meeting.

Motion by John Kemen to keep the Frandsen Bank and Trust, in Pine City as the Royalton Township Bank for 2011, second by Wayne Olson, motion carried.

The Clerk will check with the mail carrier, to see if the Township mailbox can be placed along the Township driveway, with a turn-around provided.

 

New Business: 

            After discussion and a correction that now states: “NOW, THEREFORE, BE IT RESOLVED that the tangible assets of the Town shall be used for Town business only and shall not be loaned out; and”; motion by John Kemen to adopt and sign Royalton Township Resolution 2011-2 Policy on Use or Disposal of Township Assets; second by Wayne Olson; motion carried. Resolution signed by the three Supervisors and witnessed by the Clerk.

            The rent for use of water for the pasture located next door to the Town Hall will remain the same as last year.

Bills presented to the Township for rental of equipment need to have Road names, dates, time used, and charges per hour.

The Road Equipment Operator has been asked to keep track of mileage and gallons used on the road grader/patrol for future use.

There was discussion on Frost Drive, Sage Drive and Carlson Lane.     

            Another snowplowing bill should be sent to Braham School, explaining that for legal reasons we need to be paid to plow the curve between Hazelnut Road and Bluebell Road. If not paid, the Township will not be able to plow that curve for the school buses next winter.

            The Clerk will order fuel for the Township, after checking prices with Kline Oil, Town & Country, and Federated Co-ops.

            The Clerk will send a letter to the City of Rock Creek stating the Royalton Township would like to purchase the other half of the jointly owned tractor, as Royalton is contemplating purchasing a new mower.

            Being no further Township business, motion by John Kemen to adjourn, second by Wayne Olson, motion carried. 9:08 pm, meeting adjourned.
