Royalton Township Board Meeting

October 25, 2011



7:30 pm, October 25, 2011, Chair Leslie Orvis called the Royalton Township Board Meeting to order with, John Kemen, Wayne Olson, Wendy Tchida and Roberta Folkestad present.  The meeting was opened with the pledge of allegiance.

Motion by Wayne Olson to add; Luke Papin, Robert Adamek, sign inventory, and fire evaluation from the City of Braham to the agenda and to approve the agenda, second by John Kemen, motion carried.

Motion by John Kemen to approve the September 27, 2011 Minutes as printed, second by Wayne Olson, motion carried.

            Motion by Wayne Olson to approve and initial the Treasurer’s Report as printed, second by John Kemen, motion carried.

After reading and discussing bills, motion by John Kemen to pay payroll and claims 9521 through 9538, as presented, with claims 9534 and 9535 being void, second by Wayne Olson, motion carried.

Sergeant Dan Kunz, from, Pine County Sheriff’s Department was present. He is the

Pine County Officer in charge of the southern one-third of Pine County. He will be coming to our meetings every month, if possible, to update the township about what is going on in the area and listen to any comments or complaints from the Town Board and public.

Old business;

Nessel Township spread more gravel on 540th Street than was approved at the June Board Meeting. Motion by Wayne Olson to approve payment of an additional 57.5 yards at $8.80 per yard, second by John Kemen, motion carried.

Ditch clean out has not been done on Church Road or 540th Street. Bayberry Road is done and both culverts have been installed on Homer Road.

Motion by Leslie Orvis to send a letter to Pine County Public Works and Highway Department requesting they replace the culvert located at Pine County 115 and Linden Road, second by John Kemen, motion carried.

The brush cutting and spraying have not been done.

Wayne Olson stated that Royalton Township’s Snow Plowing Policy already covers mailboxes too close to the road.

The insulation in the garage ceiling has not been added yet.

After discussion, motion by John Kemen to pay the back pay requested, for the maintenance person, Alan Teich, who attended the July and August Board Meetings, second by Wayne Olson, motion carried.

New business:

Being no road changes from 2010, the Clerk will attest to the 2011 Pine County Annual Town Road Mileage Certification.

Royalton Township received the 2011 Government Units Survey – Census of Governments. Deputy Clerk, Duane Swanson and Clerk, Roberta Folkestad will fill it out and return it.  

After discussion, motion by Wayne Olson to change the Regular Royalton Township Board and Planning Commission Meetings date to: December 13, 2011, at their normal times, second by John Kemen, motion carried

There was discussion about the small rock in front of the maintenance building, elections, and handicapped accessibility. 

The Clerk informed the Board that grants are available for handicapped accessibility, and that the doors and sills in the maintenance building are not up to code.

After discussion, Important Township right-of-way facts and the Township Snow Plowing Policy will be posted to the township web site.

Luke Papin asked Royalton Township to write a letter authorizing  him to have a small business selling fire arms at his home located at, 9911 Farming Road. He needs permission in order to renew his Minnesota State License for selling fire arms. After discussion, motion by Leslie Orvis to write a letter authorizing a part time business to Luke Papin, at 9911 Farming Road, Braham; second by John Kemen, motion carried. The letter will be mailed to Luke Papin at the Farming Road address.  

Bob Adamek reported that a 302 Mustang spins round and round on Royal Heights Road.

 Alan Teich will check it out and if the road is torn up, he will take pictures and report it. There are ten or more vehicles parked at 1437 Royal Heights Lane. It has been noted that several loads of scrap iron have been hauled in at 1875 Royal Heights Lane. A drive by will be done by the Township Chair with photos taken as necessary.

Anderson Passe sign inventory was discussed. Copies will be made by the chair and it will be discussed at the Working Planning Commission Meeting.

Christina Souvannarath, 5389 Hummingbird Road, was present, as requested by the Town Board. She stated her mother-in-law comes and stays in the travel trailer next to her home. The mother-in-law has a home elsewhere, so she does not live in the travel trailer. They will move the travel trailer to another location on the property.

A fire evaluation from the City of Braham was received by the Chairman, Leslie Orvis. It was given to the Clerk to file.

For your information: Congressman Chip Cravaack’s office staff will be at the town hall, Friday, November 4th from 12:30 to 2:00 pm. September 28, 2011, $20,000.00 was deposited into a twelve month certificate of deposit at Frandsen Bank and Trust. December 1, 2011, There will be a certificate of deposit due to be renewed (Savings). Information from the Pine County Township Officers Meeting was given to the Board. Please note there is a property tax question and answer information meeting, 10 am, November 2, 2011 at Pine County Courthouse for public officials. There is a benefit for Pine County Assessor Mike Sheehy on Sat, Oct. 29, 4 pm food, 6 pm auction. The next Board Meeting will be November 29, 2011. The next Working Planning Commission Meeting will be Tuesday, November 15th, 2011.

            Being no further Township business, motion by Wayne Olson to adjourn, second by John Kemen, motion carried. 8:35 pm, meeting adjourned.
