Royalton Township Board Meeting

November 29, 2011



            7:30 pm, November 29, 2011, Royalton Township Board Meeting was called to order by Chairman Leslie Orvis, with John Kemen, Wayne Olson, Wendy Tchida, and Roberta Folkestad present. The meeting was opened with the pledge of allegiance.

            Motion by Wayne Olson to add to the agenda; questions to township attorneys about interim permits and to approve the agenda, second by John Kemen, motion carried.

            Motion by John Kemen to approve the October 25, 2011, Township Minutes as read, second by Wayne Olson, motion carried.

            Motion by Wayne Olson to approve the Township Treasurer’s Report as read, second by John Kemen, motion carried.

            After reading and discussing bills motion by John Kemen to approve and pay all payroll and claims 9540 through 9548, with claim 9539 void, second by Wayne Olson, motion carried.


Old business:

            Sergeant Dan Kunz, from Pine County sheriff’s Department was not present.

            The ditch clean out has been completed.

            One estimate for insulation in the garage ceiling is $2,300.00. Leslie Orvis will get another estimate for the December 13, 2011 meeting.

            After discussion, motion by Wayne Olson to allow the December 1, 2011, Certificate of Deposit, at the Frandsen Bank and Trust, Pine City, to be renewed at 0. 4% interest for twelve months, second by John Kemen, motion carried.

            Raspberry Road repair has been completed and is holding up okay.

            Royal Heights Road was okay when checked by Road Patrol Operator Alan Teich.

            In the drive by done by Chairman Leslie Orvis, the vehicles at 1437 Royal Heights Lane and the hauled in scrap at 1875 Royal Heights Lane can’t be seen from the road.

            The Anderson Passe sign inventory copies for the planning commission have been tabled until the December 13, 2011 meeting.


New business:

            There was discussion about planning for the township’s future. In January the Township Board and Township Planning Commission will meet together at a working meeting to fill out the Pine County Township Survey and discuss if a motion has been made for building a new town hall, property clean up, parking lot work, second dwellings on property, basic service for the township, use of the town hall, and other issues.

            Bill Galbraith was present and invited to attend more meetings of the Planning Commission.

            There was discussion about Royalton Township not issuing Certificates of Inspection and Occupancy. This has been tabled until Supervisor Wayne Olson can talk with township attorneys.

            Town officer filing will be January 3, through January 17, 2012. Offices for Supervisor, John Kemen and Clerk, Roberta Folkestad are open for filing.

             There was discussion about the property tax question and answer information meeting, November 2, 2011, at Pine County Courthouse.

            There was a sharing of information; about the fire call from Pine City Fire Department on October 24, 2011; Federated Propane locking the variable pricing for town hall propane @ $1.899 through April 15, 2012; an ad for voting booths; the next Board Meetings will be December 13, 2011, at 7:00 and 7:30pm; the 2011 Government Units Survey – Census of Governments was filled out and turned in; and that the furnace parts are on back order.

            Being no further Township business, motion by John Kemen to adjourn, second by Wayne Olson, motion carried. 8:15 pm, meeting adjourned.
