Royalton Township Board Meeting

August 28, 2012

            7:30 pm, August 28,  2012, Chairman Wayne Olson called the Royalton Township Board Meeting to order with Supervisor Leslie Orvis, Treasurer Wendy Tchida and Clerk Roberta Folkestad present, and Supervisor Marshall Pearson absent. The pledge of allegiance was recited.

            Motion by Supervisor Orvis to approve the agenda as printed, second by Chairman Olson, motion carried.

            Motion by Supervisor Orvis to approve the minutes to the July 31, 2012, meeting as read, second by Chairman Olson, motion carried.

            Motion by Supervisor Orvis to approve the Treasurer’s report as read, second by Chairman Olson, motion carried.

            After reading and discussing claims and wages; motion by Supervisor Orvis to approve and pay claims and payroll; checks 6509 through 6545, for a total of $27,751.52. Also to have the Clerk call Nortrax to see if the air-conditioner repair to the road grader was under warranty and if was not, to send them the check, held from last month, second by Chairman Olson, motion carried.

                       

Reconvening of the Annual Meeting:

            The Clerk reconvened the Annual Meeting to set the levy.

            After discussion, motion by Terry Lind to set the annual levy as follows: General Fund $95,000.00; Road and Bridge Fund $80,000.00; Fire Fund $24,000.00; and Building Improvement Fund $20,000.00; for a total of $219,000.00; second by Alan Teich, motion carried, with no nays.

            Being no other annual meeting business allowed; motion by Duane Swanson to adjourn, second by Jeff Schlaeger, motion carried, with no nays.

 

Old business:   

            Motion by Supervisor Orvis to set the levy as stated above, second by Chairman Olson, motion carried.

            Chairman Olson has met with Attorney Hofstad about the illegal trailer house along the Brunswick Road. There are two options open to the township. Right now there is a letter being written to the trailer owner; we are in the middle of the first twenty days of the process; Attorney Hofstad is looking into who is the actual property owner; and all is moving forward.

            Motion by Supervisor Orvis to send a letter to Pine County informing them the James White minor subdivision has been approved by Royalton Township Board, second by Chairman Olson, motion carried.

            Motion by Supervisor Orvis to send Nessel Township a bill for 540th Street in the amount of $9910.41, second by Chairman Olson, motion carried.

            The Board recommended that Road Superintendent Alan Teich use the new road sign maps to determine which signs need to be replaced, then to have the results for the next board meeting. Planning Commission Member Lind picked up the maps at Anderson Passe and had one of them reduced in size, and had two copies of it laminated.

            Motion by Chairman Olson to have Supervisor Orvis hire someone to insulate the garage ceiling at a cost of up to $2,000.00, second by Supervisor Orvis, motion carried.  

The culverts for Homer Road have been ordered; they did not have that size in stock and the company is waiting until they order more culverts to keep the delivery cost down. The Board agreed to give them two weeks to get them.

            The next working meeting of the planning commission will be held on Tuesday, September 18, at 7:00 pm. All are welcome to attend. Discussion will be held on a budget for the future road grader, road side brush cutting, and sign replacement costs, to help with budgeting for the new town hall.

            Chairman Olson has met with Attorney Hofstad in regard to Frost Drive. Copies of the 2000 through 2003 minutes pertaining to Frost Drive will be delivered to him.

            Chairman Olson stated mower prices were: John Deere at $8975.12 and New Holland at $8350.00.  Motion by Chairman Olson to purchase the #6740 New Holland seven foot ten inch three point mower, authorizing a check written to Timmer Implement in the amount of $8350.00, second by Supervisor Orvis, motion carried, check #6546 was issued.

            Motion by Chairman Olson to cancel the tractor rental; to hire Central Applicators to spray Homer Road, and to brush and chip Bayberry and Butterfly Roads, which is estimated to take about 39 ½ hours at a cost of about $5,000.00; second by Supervisor Orvis, motion carried.

            The Clerk reported that the website will be much like Rock Creek’s website when all the updating is done to it.

 

New Business:

            Alan Teich was instructed to make an appointment to take the truck to East Central Diesel, located in Grandy, to determine what is causing the front engine seal to leak and to get a repair cost estimate.

            Motion by Chairman Olson to have Supervisor Orvis and Road Superintendent Alan Teich take down and remove the trees from the east side of the maintenance building and the one dead tree at the north end, second by Supervisor Orvis, motion carried.

            Motion by Chairman Olson to renew the Certificate of Deposit valued at $10,125.58 and the Certificate of Deposit valued at $20,033.84, when they are due, for six months each, second by Supervisor Orvis, motion carried.

            The Clerk was instructed to either ignore or fill out the Nortrax survey.

            There was discussion about general information received.

            Being no further township business, motion by Supervisor Orvis to adjourn, second by Chairman Olson, motion carried, meeting adjourned at 8:50 pm.
