Royalton Township Board Meeting

November 27, 2012

Approved 

     7:30 pm, November 27, 2012, Chair Wayne Olson called the Royalton Township Board Meeting to order with Supervisors  Leslie Orvis and Marshall Pearson, Treasurer Wendy Tchida and Clerk Roberta Folkestad present. The pledge of allegiance was recited.

     Motion by Supervisor Pearson to add under new business; citizen complaint form and to approve the agenda, second by Supervisor Orvis, motion carried unanimously.

     Motion by Supervisor Orvis to approve the October 30, 2012, minutes as printed with a correction to Chair instead of Supervisor Olson, second by Supervisor Pearson, motion carried unanimously.

     Motion by Supervisor Pearson to approve the treasurer’s report as printed, second by Supervisor Orvis, motion carried unanimously.

     After reading and discussing claims and payroll, motion by Supervisor Pearson to approve and pay checks 6600 through 6629 for a total of $6,754.06, second by Supervisor Orvis, motion carried unanimously.

Old business:

     The noise complaint received by the township was read by Chair Olson. After much discussion, motion by Supervisor Orvis that: “An Amended Conditional Use Permit Hearing for Heidelberger Farm Equipment LLC about Rodeos and music/dances will be held December 18th from 6:00 pm to 7:00 pm. Royalton Township Hall; 6052 Royalton Road; Braham MN 55006; 320-396-2982”; second by Supervisor Pearson, motion carried unanimously. The clerk will send letters to the property owners in a one mile radius of Heidelberger Farm Equipment LLC; publish the hearing in the Pine City Pioneer; post the hearing on the township website and also the posting board at the town hall.

     The Board stated that the next Planning Commission Meeting will be held at 7:00 pm, December 4, 2012, to discuss the conditional use permit hearing. This meeting will be open to the public.

     Discussion about Frost Drive was tabled until the December 11, 2012, board meeting.

     Jeff Johnson was present to pay his accessory permit.

     Zoning Administrator John Kemen will be investigating the camper reported as being lived in.

     Road Superintendent Alan Teich reported the extension for the culvert on Homer Road has arrived and the work will be completed sometime in the next couple of weeks.

     Motion by Supervisor Orvis to purchase chains for the road patrol, second by Chair Olson, motion carried unanimously.

     The truck had springs added to help keep it level when the wing is attached, the foot feed problem was repaired and the DOT check-up was done.

     The clerk was asked to question what the reasoning is for Pokegama Township holding the Fire Department meetings.    

     There was much discussion about the future town hall. Supervisor Orvis had been reading up on public finance and borrowing. He does not want to levy or bond for the building. He is thinking that borrowing is the way to go. He has questioned the Minnesota Township Attorneys about this being legal, but has not received an answer at this time. There was discussion about construction management or a general construction manager; bids; having the planning commission involved or just the board from this point forward; details for the building interior being decided at a later date; knowing/planning that the future income for the township looks favorable to make sizable yearly payments; what interest would be for a loan; etc.  Further discussion was tabled until the next board meeting.

New business:

     The revised Citizen Complaint Form was forwarded from the Planning Commission to the Board for approval. Motion by Supervisor Pearson to approve the revision to the Citizen Complaint form of: “A mediation meeting may be required with both parties and public officials in attendance before the township will take any action on this complaint”; dated November 27, 2012; second by Supervisor Orvis, motion carried unanimously. 

     After discussion about interest at local banks, the board recommended the treasurer leave the certificate of deposit, due to roll over, at the Frandsen Bank and Trust, in a three month certificate.

     Supervisor Orvis informed the board the insulation for the shed ceiling will be done by Hackler Construction for about $983.00.

     Jeff Schlaeger questioned why the expensive new mower was being stored outdoors. Road Superintendent Teich stated it had been taken out for the election, there was a shortage of area for it indoors, and there was another election coming up.

     The next Royalton Township Board Meeting will be held December 11, 2012.

     Being no further township business, motion by Supervisor Pearson to adjourn, second by Chair Olson, motion carried unanimously; 9:25 pm, meeting adjourned.
