Royalton Township Board Meeting

December 16, 2014

            7:30 pm, December 16, 2014, the Royalton Township Board Meeting was called to order by Chair Marshall Pearson, with Supervisor Leslie Orvis, Supervisor Wayne Olson, Treasurer Wendy Tchida, and Clerk Roberta Folkestad present. The pledge of allegiance was recited.

            Motion by Supervisor Olson to add to the agenda; Braham Fire contract, Pine City Fire Hall, tables and chairs; and to approve the agenda, second by Chair Pearson, motion carried unanimously.

            Motion by Supervisor Olson to approve the November 25, 2014, minutes as printed, second by Chair Pearson, motion carried unanimously.

            Motion by Supervisor Olson to approve the Treasurer’s Report as read, second by Supervisor Orvis, motion carried.

            After reading and discussing checks 7392 through 7417 in the amount of $5,446.98, motion by Supervisor Olson to approve and pay all checks, second by Chair Pearson, motion carried unanimously.

 

Public Forum

            Public forum was offered.

 

Planning Commission Recommendations: Interim Permit

            Motion by Supervisor Olson to approve the Interim Permit as presented by the Planning Commission, second by Chair Pearson, motion carried unanimously.

 

Old business:

            Kirtis Wiener was not present. Chair Pearson drove by the property located at 9435 Apple Road, Pine City, today. There are twelve to fifteen vehicles, six trailers, stuff along the woods, and two large wood piles out front. No pole shed permit has been issued. May 19, 2014, was the first complaint filed from Laura Murphy. The Town board has tried to work with Kirtis Wiener to get the property clean up done. After discussion, motion by Chair Pearson to have Zoning Administrator John Kemen and Supervisor Wayne Olson meet with Attorney Kevin Hofstad to move forward with the complaint on the Kirtis Wiener property, second by Supervisor Orvis, motion carried unanimously.

            The property on State Hwy. 70 with the party living in a camper without water and sewer had a letter from Royalton Township hand delivered by Zoning Administrator Kemen. No results ensued. The Zoning Administrator then went to Attorney Hofstad to have a letter written and delivered by a Pine County Deputy to the party living there. This letter will give the party a date to vacate the property. The property owners will then have two weeks to clean up the property so he cannot move back there. This should be resolved by the January 2015 meeting. If not, the township will clean it up and charge it to the property taxes.

            Tom Schoewe; 4272 Timber Drive; Braham MN 55006; was in attendance and stated he has not done any grading on the town road. He feels that the town road ends at one point and the township believes the road ends at another point. He stated that he goes with a blade and grades the area where the garbage truck turns around and makes ruts. At the April 29, 2014 Town Board Meeting, Tom Schoewe was told not to touch the township road in any fashion. At the October 28, 2014 Town Board Meeting Tom Schoewe was told not to not remove gravel from the town road and to not grade the road. He promised he would not grade or remove gravel. This will be tabled until after the annual road inspection when the board will find the correct end of the town road. The bill sent to Mr. Schoewe will be forgiven if he keeps his promise to not do any grading, leveling, or touch-up on the town road in any manner. He can keep the snow removed from the area at the end of his driveway for now.

            Zoning Administrator Kemen visited the parties on Apple road and Elmcrest Avenue. The one on Elmcrest was a repair to a deck, but he has started a two car garage and will need a permit for that. The party on Apple Road stated that there had been a deck there before and the previous owner removed it, so it was a repair. The frame work had been removed, so they will need a permit. Zoning Administrator Kemen will take care of this.

            After discuss, motion by Supervisor Olson to hire Roxanne Orvis as the cleaner for the town hall, as deputy treasurer she is covered under the township insurance, as an employee she also would be covered under the Township’s insurance; second by Chair Pearson, motion carried with Supervisor Orvis abstaining.

            The speaker system has been tabled for now.

            The maintenance building water line is about half covered to keep it from dripping. It should be done by the January 2015 meeting.

 

New business:

            There was discussion about the Pine County Soil and Water Wetlands training for town officers. Pine County handles Royalton’s wet lands.

            Braham Fire Contract was received, and signed and witnessed.

            After discussion, motion by Supervisor Olson to have Supervisor Orvis attend the Pine City Fire Hall meeting, second by Chair Pearson, motion carried unanimously.

            After discussion, motion by Supervisor Olson to have Supervisor Orvis attend the next Rock Creek Lions meeting to request a donation for the purchase of fourteen tables and 112 chairs, second by Chair Pearson, motion carried unanimously.

            The next town board meeting will be held on Tuesday January 27, 2015, at 7:30 pm.

            Being no further business, motion by Supervisor Orvis to adjourn, second by Chair Pearson, motion carried unanimously. 8:38 pm, meeting adjourned.
