7:40 pm, Second Chair Olson called the August 18, 2015 Royalton Township Board Meeting to order with Supervisor Marshall Pearson, Treasurer Wendy Tchida, Clerk Roberta Folkestad present, and Chair/Supervisor Leslie Orvis absent. The pledge of allegiance was recited.

 

The Annual Meeting was reconvened to set the 2016 levy for Royalton Township. Motion by Supervisor Pearson to set the 2016 levy at: General Fund at $155,000.00, Road and Bridge Fund at $50,000.00, and Fire Fund at $14,000.00, for a total of: $219,000.00, second by Chair Olson, motion carried unanimously.

 

Being no other business allowed, 7:45 pm, meeting adjourned to the regular board meeting.

 

After discussion motion by Supervisor Pearson to add tree cutting, gravel pit on Sage Drive, and update on flagpole to the agenda and to approve the agenda, second by Chair Olson, motion carried unanimously.

 

Motion by Supervisor Pearson to approve the July 28, 2015 minutes as printed, second by Chair Olson, motion carried unanimously.

 

Motion by Supervisor Pearson to approve the treasurer’s report as read, second by Chair Olson, motion carried unanimously.

 

After reading and discussing checks numbered 7631 through 7658 in amount of $36,900.81, motion by Supervisor Pearson to approve and pay all checks, second by Chair Olson, motion carried unanimously.

 

Public forum was offered. There were no comments.

 

Planning Commission Recommendations:

 

At the annual review of the Northern Hollow Winery business; all findings were satisfactory as to the business operations and points on the conditional use permit issued; furthermore the only issue was the presence of off premises signage, being two.  These are the findings of the annual review of the conditional use permit, by the planning commission.

 

Old business:

 

Northern Hollow Winery owners were in attendance. There was discussion about the signage for the winery. Royalton Township wants businesses to operate in the township. After more discussion and the suggestion that the winery owners participate in planning commission working meetings and apply for a variance, motion by Chair Olson to give the winery ninety days to remove the two non compliant signs, second by Supervisor Pearson, motion carried unanimously. 

 

It was reported that Norman Rosenkranz has pumped the septic tanks and is working on complying with the township’s request to finish his septic system. He has tanks set at this point.

 

The Kirtis Wiener property cleanup on Apple Road is tabled until the September meeting so the supervisors can drive by and inspect the property.

 

The property owners on Apple Road with the chicken houses have moved them to the rear of their property. This discussion is tabled until the supervisors can view the property.  

 

Zoning Administrator John Kemen reported that the gravel pit on Gary Folkestad’s land is assessed as a working farm pit. He stated that Royalton Township Assessor Linda Wiener has made the pit commercial for this year, the same as the Cummings pit project. No action will be taken by the town board at this time.

 

 After discussion about sand / gravel removal from David Anderson’s property at 5370 Pokegama Lake Road, Zoning Administrator Kemen recommended issuing a special use permit to take 2000 yards sand/gravel for the Pokegama Lake Road bridge project along with regulations from the Code of Ordinances. Motion by Chair Olson to issue a special use permit to David Anderson to remove 2000 yards sand /gravel from his property at 5370 Pokegama Lake Road ending no later than November 15, 2015, second by Supervisor Pearson, motion carried unanimously.

 

After discussion about the multiple vehicles still on the property on Brunswick Road, motion by Chair Olson to send a certified letter stating there are too many vehicles on this property and to remove them, second by Supervisor Pearson, motion carried unanimously.

 

The Road spraying will be starting early next week.

 

After discussion about tree and brush cutting, motion by Supervisor Pearson to raise the cutting amount to $10,000.00, second by Chair Olson, motion carried unanimously.

 

Maintenance person Alan Teich will cut the long grass about the maintenance building so that Grasston Excavating can do the stump removal and landscaping about the township site.

The Bayberry Road culvert has been tabled until the September meeting.

 

The sound system is tabled for now.

          

Table discussion is tabled for the present.

 

The fireproof file cabinet will be picked up this week if possible and two more file cabinets will be purchased.

 

Supervisor Pearson received a request from Justin Boeke to duck hunt at the site of the township gravel pit located on Sage Drive. After discussion, motion by Chair Olson to tell him no hunting allowed by the township, second by Supervisor Pearson, motion carried unanimously.

 

After discussion, the clerk was asked to contact the flag pole company to check on the cable ordered. Maintenance person Teich will contact Doug Eklund about replacement of cables, as he has knowledge about flag poles. John DeGray from Grasston Excavating will assist with the installation if needed.

 

New business:

 

There was discussion about the dead end off Riverbed Road. Research will be done to see who actually owns that piece of road.

 

A representative of Pine County Historical Museum will be attending the next meeting.

 

The next Town Board Meeting will be held at 7:30 pm, Tuesday, September 29, 2015.

The District 7 meeting will be held at 7:00 pm, Wednesday, Sept 2nd at Anoka Ramsey College in Cambridge.

 

The bill was sent to Braham School District for snow plowing between Hazelnut & Bluebell Roads.

 

Trice Pearson has purchased a bench for the area by the flag pole, as was approved in the past.

Being no further town business, motion by Supervisor Pearson to adjourn, second by Chair Olson, motion carried unanimously. 8:43 pm, meeting adjourned.
