7:30 pm, September 29, 2015, Chair Leslie Orvis called the Royalton  Township Board Meeting to order with Supervisor Wayne Olson, Supervisor Marshall Pearson, Treasurer Wendy Tchida, and Clerk Roberta Folkestad present. The pledge of allegiance was recited.

 

Motion by Supervisor Pearson to add pole shed under new business and to approve the agenda, second by Supervisor Olson, motion carried unanimously.

 

Motion by Supervisor Olson to approve the August 18, 2015, Board Meeting Minutes as printed, second by Supervisor Pearson, motion carried unanimously.

 

The approved minutes to the July and March 2015 Board Meetings were signed by the Supervisors.

 

Motion by Supervisor Olson to approve the Treasurer’s Report as read, second by Supervisor Pearson, motion carried unanimously.

 

After reading and discussing checks 7659 through 7692, in the amount of $42,152.24, with check 7673 voided, motion to approve and pay all checks by Supervisor Olson, second by Supervisor Pearson, motion carried unanimously.

 

A presentation about the Pine County Historical Museum was given by museum members Cheryl Godding and Barbara Christensen.

 

Public forum was offered. No one spoke.

 

There were no planning commission recommendations at this time.

 

Old business:

 

On September 9, 2015, Zoning Administrator John Kemen and Supervisor Olson were called by a Pine County Deputy to investigate dogs at large on Sherwood Street. They went to investigate and as a result, the dog owner is present. She stated there are ten (10) dogs living on her property. She would like to erect a fence around her property, her home needs remodeling, and she would like to build a shed to house the dogs. The board recommended she find the correct property lines before she erects the fence. She was also told if she had more than three dogs in Royalton Township, she would need to apply for an interim permit. An application was given to her. A site inspection will be held if she applies for the interim permit. If she remodels her house, she will need a building permit. If she erects a shed she will need a permit. She was told she needs to keep her dogs from leaving her property.

 

The septic system on Norman Rosenkranz’s property is reported as close to done.

 

After discussion about the Kirtis Wiener property on Apple Road, motion by Chair Orvis to table more discussion until the October meeting, as both Supervisor Pearson and Chair Orvis have not been around the area to view the progress on the property clean up, second by Supervisor Pearson, motion carried unanimously.

 

An email was received and forwarded to the Supervisors about the excess vehicles located at: 4843 Brunswick Road. Several of these vehicles have now been removed. Motion by Supervisor Olson to send a letter stating the board appreciates the progress and to please finish the job, and to table this discussion until the October Board Meeting, second by Supervisor Pearson, motion carried unanimously.

 

The road spraying is finished for this year. No bill has been received.

 

The stumps east of the pole shed are taken care of.

 

Road side brushing will be started soon.

 

The landscaping around the town hall property is looking good. There is more to be done.

 

The beaver in the lake along Bayberry Road have the culvert fence blocked again. There was a decision made to change the fenced area to keep the beaver further away from the culvert end. Three 16 foot panels will be installed by Grasston Excavating and Road Maintenance Person Alan Teich. It was noted that taller posts will need to be used.

 

Supervisor Olson will do research about sound panels in preparation of a sound system for the town hall.

 

Tables for the town hall are tabled for now.

 

The west end of Riverbed Road is not a township road.

 

After discussion, motion by Supervisor Olson to transfer $50,000.00 from the General Fund to the Road and Bridge Fund, second by Supervisor Pearson, motion carried unanimously.

 

New business:

 

The township road mileage certification is due to be reported to Pine County. Motion by

 

Supervisor Olson to certify 27.000 miles of Royalton Township Roads, second by Supervisor Pearson, motion carried unanimously.

 

Motion by Supervisor Olson to loan Braham School District the “vote here” sign, second by Supervisor Pearson, motion carried unanimously.

 

Chair Orvis is proposing building a 40’ x 60’ non-heated shed. He figures about $40,000.00 to erect it. He stated the township needs a tandem truck for snowplowing. With the new road patrol and packer the present shed is very crowded. Fill would be needed east of the current shed. Facts and figures will be on hand for the October meeting.

 

The next town board meeting will be held at 7:30 pm, October 27, 2015.

 

Being no further town business, motion by Supervisor Olson to adjourn, second by Supervisor Pearson, motion carried unanimously. 8:25 pm, meeting adjourned.
