7:30 pm, July 28, 2015, Chair Leslie Orvis called the Royalton Township Board Meeting to order with Supervisor Wayne Olson, Supervisor Marshall Pearson, Treasurer Wendy Tchida, and Clerk Roberta Folkestad present. The pledge of allegiance was recited.

 

After discussion, motion by Supervisor Olson to add: Braham School snow plowing fee, notice for the roads, town hall grading, and site permit fees, and to approve the agenda, second by Supervisor Pearson, motion carried unanimously.

 

Motion by Supervisor Olson to approve the June 30, 2015, board minutes with the addition of Folkestad gravel pit discussion, second by Supervisor Pearson, motion carried unanimously. Note: the gravel pit discussion was actually in the minutes.

 

Motion by Supervisor Pearson to approve the Treasurer’s Report as read, second by Supervisor Olson, motion carried unanimously.

 

After reading and discussing check numbers 7597 through 7630 in the amount of $145,422.27, motion by Supervisor Olson to approve and pay all checks, second by Supervisor Pearson, motion carried unanimously.

 

Public forum was offered.

 

Planning Commission recommendations:

 

The Royalton Township Planning Commission forwarded to the board the recommendation to approve increasing the culvert/driveway permit fee to $75.00 and to add a signage fee of $75.00. After discussion motion by Supervisor Olson to approve the two $75.00 fees, second by Supervisor Pearson, motion carried unanimously.

 

Old business:

 

There was discussion about Norman Rosenkranz’s failure to comply with septic pumping, and not responding to the letter sent to him. Motion by Chair Orvis to call Septic Inspector Harv Lindstrom and request he visit the site, inform the board what is going on, and reinforce the letter with a second letter, sending it certified and informing Mr. Rosenkranz he is down to thirty days, second by Supervisor Olson, motion carried unanimously.

 

 Supervisor Olson suggested the supervisors do another drive by to inspect the clean up progress at the Kirtis Wiener property on Apple Road, and discuss what to do next at the August 2015 board meeting.

 

Gravel pit discussion was tabled until the August 2015 board meeting.

 

The property on Brunswick Road with too many vehicles was tabled until the August 2015 board meeting.

 

The clean up at the property on Hummingbird Road is complete.

 

The fence project on Apple Road will be looked at for the August 2015 board meeting.

 

Motion by Supervisor Pearson to approve up to $2,900.00 to do road spraying, second by Chair Orvis, motion carried unanimously.

 

Comments were read from returned permission letters for tree cutting. After discussion motion by Chair Orvis to send registered letters to nine parties stating they have twenty days to respond to the township or the trees and brush will be removed, second by Supervisor Pearson, motion carried unanimously. The supervisors will do a drive by to check the properties that owners sent letters stating they did not want trees or brush removed.

 

The stump pulling will be getting done. It has been too wet to work there.

 

The plumbing in maintenance building is done.

 

The purchase of tables was tabled.

 

The e-mail addresses on the web site will be kept. They will keep transition to new board members easier.

 

After discussion, motion by Supervisor Olson to add a load of rip rap by the culvert on Bayberry Road to help with washing and beaver control, second by Supervisor Pearson, motion carried unanimously.

 

The signage fee has been taken care of and signage at the Winery is tabled until the August 2015 board meeting.

 

The township’s oldest laptop will be taken to Drtech Computer Repair to be wiped clean and destroyed.

 

There was discussion about the roads having the grass clumps pulled onto the road. This is done as normal maintenance in August.  

 

Motion by Supervisor Olson to send a bill for $1.00 per year to Braham Schools for charges to snow-plow the public-way (Royal River Road) located between Hazelnut Road and Bluebell Road, second by Supervisor Pearson, motion carried unanimously.

 

After discussion, motion by Supervisor Olson to have Grasston Excavating do dirt work, grading and add a couple of loads of black dirt to the town hall yard areas, second by Supervisor Pearson, motion carried unanimously.

 

Motion by Chair Orvis to hold the regular August town board meeting and planning commission meeting: Tuesday, August 18, 2015, at their regular times, and to hold the next working planning commission meeting at 6:30 pm, Monday August 17, 2015, second by Supervisor Pearson, motion carried unanimously. The clerk will publish and post the notice.

 

The annual meeting will reconvene to set the 2016 levy at the August 18, 2015 board meeting.

 

The clerk will write a thank you letter to Doug Eklund for the black dirt he donated to the township for yard work.

 

There will be a meeting at Northern Hollow Winery at 6:30 pm, Monday August 10, 2015, for the annual conditional use permit review.

 

Being no further town business, motion by Supervisor Pearson to adjourn, second by Supervisor Olson, motion carried unanimously. 8:30 pm, meeting adjourned.
