7:30 pm, April 26, 2016, Chair Wayne Olson called the Royalton Township Board Meeting to order with Supervisor Marshall Pearson, Supervisor Jeff Schlaeger, Treasurer Wendy Tchida, and Clerk Roberta Folkestad present. The pledge of allegiance was recited.

 

Motion by Supervisor Schlaeger to add reorganization minutes, gravel, culvert near Jared Lucht on Timber Drive, roof leak in maintenance building, signposts from winery signs, culvert at Carol Gaard’s, 5347 Royal River Road, shop cleaning, and to approve the agenda, second by Supervisor Pearson, motion carried unanimously.

 

Motion by Supervisor Schlaeger to approve the March 29, 2016, Board Minutes as printed, second by Supervisor Pearson, motion carried unanimously.

 

Motion by Supervisor Schlaeger to approve the March 29, 2016, Reorganization Minutes as printed, second Chair Olson, motion carried unanimously.

 

Motion by Supervisor Pearson to approve the Treasurer’s Report as read, second by Supervisor Schlaeger, motion carried unanimously.

 

Public forum was offered. No comments were made.

 

Planning Commission Recommendations:

 

The Royalton Township Planning Commission recommended approval of an Interim Permit for Kyle Towle, 10709 Apple Road, Pine City MN 55063, with all conditions as printed in the findings of fact. After discussion motion to approve by Supervisor Pearson, second by Supervisor Schlaeger, motion carried unanimously.

 

Zoning Administrator John Kemen brought a hardship variance to the board for approval. Due to the river in the back of the property the pole shed will be five (5) feet closer to the road due to the 945’ flood plain. Zoning Administrator Kemen recommended the approval of this hardship variance for 5347 Royal River Road, Braham MN 55006. Motion to approve this variance by Supervisor Schlaeger with the stipulation there are no conflicts with the Department of Natural Resources, second by Chair Olson, motion carried unanimously.

 

Old business:

 

The town hall sound system was discussed. Five mikes, two speakers, two podiums with mikes, and six speakers hung from the ceiling could be installed before the end of May, at a cost of $15,886.70. Motion to purchase and install the sound system, with a twelve month warranty, by Supervisor Pearson, second by Supervisor Schlaeger, motion carried unanimously.

 

There is nothing about a new shed at this time.

 

New business:

 

The annual road inspection was held and discussed. There was an excessive amount of gravel estimated. The Supervisors reduced this to 3782 yards. Culverts need to be ordered. The clerk was instructed to order two 15” x 40’ culverts with ends and a 15” by three foot extension with collar. Maintenance Person Alan Teich will pick them up.

 

The clerk was instructed to write a letter to the telephone company about the telephone cable that cut through the culvert on Timber Drive, north of Jared Lucht’s farm, obstructing the culvert.

 

The clerk was instructed to send a letter to Richard Hultman informing him the driveway on the eastside of Church Road is not in compliance with the township ordinance.

 

Discussion about marking the ends of the township culverts was tabled until the May meeting.

 

Chalk board discussion ensued. An old chalk board from the past town hall was found and Supervisor Pearson and Trice Pearson will frame it for use in the current town hall.

 

The clerk was instructed to send a letter to the winery owners on Cabin Road requesting they remove the posts that held the illegal signs on Canary Road and Harvest Road.

 

The clerk was instructed to find the rules on how many posting places a township needs.

 

The roof is leaking in the maintenance building. After discussion, it was decided that the rain is coming in the flue. Jim Sward will be called by the Clerk.

 

The brush pile east of the maintenance building was discussed. It will be taken care of in the future.

 

The supervisors discussed a list of items to be cleaned up in the maintenance building.

 

There was discussion about a shed pulled in at 9054 Crestview Lane.

 

The water sprinklers for the lawn were discussed.

 

Priscilla Schneider requested chlorine or something like that be spread on Maple Shores Drive to control the excessive dust and perhaps signs to slow drivers down. Chair Olson will look into the problem.

  

After discussion, motion by Chair Olson to purchase a flag for up to $500.00, if Leslie Orvis cannot get one donated to the township, second by Supervisor Pearson, motion carried unanimously.

 

The clerk was instructed to check out if the township has any PUD’s.

Tree trimming will be discussed at the May meeting.

 

The next Town Board Meeting will be held at 7:30 pm, May 31, 2016.

 

Being no further town business, motion by Supervisor Pearson to adjourn, second by Supervisor Schlaeger, motion carried unanimously. 8:23 pm, meeting adjourned.
