7:00 pm, June 28, 2016, Chair Wayne Olson called the Royalton Township Board Meeting to order with Supervisor Marshall Pearson, Supervisor Jeff Schlaeger, Treasurer Wendy Tchida and Clerk Roberta Folkestad present. The pledge of allegiance was recited.

 

Motion by Supervisor Schlaeger to approve the agenda as printed, second by Supervisor Pearson, motion carried unanimously.

 

Motion by Supervisor Pearson to approve the May 31, 2016, Board Meeting Minutes as printed, second by Supervisor Schlaeger, motion carried unanimously.

 

Motion by Supervisor Schlaeger to approve the Treasurer’s Report as read, second by Chair Olson, motion carried unanimously.

 

After reading and discussing checks 7954 through 7988 in the amount of $14,332.78 with check number 7955 voided, motion by Supervisor Schlaeger to approve all checks, second by Chair Olson, motion carried unanimously.   

 

Public forum was offered:

 

Les Orvis thanked Alan Teich for all the years of work for the Township. Then he suggested the township have Alan Teich continue working until the middle of July to help with the road graveling.

 

Planning Commission Recommendations:

 

The Royalton Township Planning Commission forwarded to the board for their approval a minor subdivision for John David and Beverly Mattson. After discussion motion by Chair Olson to approve the minor subdivision with Zoning Administrator John Kemen’s approval, second by Supervisor Schlaeger, motion carried unanimously. The clerk will inform Pine County of the board’s approval, after consulting the Zoning Administrator.

           

The Royalton Township Planning Commission forwarded to the board for their approval a minor subdivision for Shirley Saumer. After discussion motion by Chair Olson to approve the minor subdivision with Zoning Administrator John Kemen’s approval, second by Supervisor Schlaeger, motion carried unanimously. The clerk will inform Pine County of the board’s approval, after consulting the Zoning Administrator.

 

Old business:

 

There was discussion about the mining along Frost Drive. Property owner Chris Wurm and Contractor Dick Doenz were present and informed the town board that it has been filled back in. The board thanked them for their prompt cooperation in this matter.

 

The Thomas Belland Special Use Permit has been signed. Pine County is done using the pit. There is a possibility that someone else is using the pit, Zoning Administrator Kemen will follow up on that.

 

There was discussion about Maple Shores Drive dust problems. If there needs to be speed signs placed there, Pine County may have to become involved in enforcing the speed.

 

Tree removal permission letters to Maple Shores Drive are printed. The clerk will mail them to property owners.

 

Brushing will be done on Church, Pine Bough on the north end, Butterfly, Acorn, Apple, Riverbed, and Royalton north; after discussion it was decided to send letters to all the property owners along those roads.

 

David Youngbauer and brush cutting on Hummingbird Road was tabled.

 

Marking the ends of culverts was tabled.

 

Internet and website discussion was tabled.

 

The board received a resume from Dan Saumer, applying for the job of Primary Road Maintenance Operator.  There was discussion that an ad could be placed in the paper about this position. After more discussion, motion by Supervisor Schlaeger to hire Dan Saumer, contingent on the presentation of all job requirements, at $17.00 per hour for sixty days, starting July 1, 2016,  second by Chair Olson. Chair Olson voted aye, Supervisor Schlaeger voted aye, with Supervisor Pearson voting nay due to his feeling that $16.00 per hour was sufficient starting pay, motion carried.

 

Alan Teich stated that Bjorklund Companies will try to have the gravel spread on the town roads in the next three weeks.

 

Erik Bjorklund has volunteered to help with road patrolling in a pinch.

 

A new computer for the planning commission use was tabled.

 

After discussion about the lack of the sound system, motion by Chair Olson to have it installed by July 12, 2016, or cancel the contract, second Supervisor Schlaeger, motion carried unanimously.

 

The installation of fire extinguishers will be done by Dan Saumer, Les Orvis and Chair Olson. 

 

New pole shed discussion was tabled.

 

The culvert into a field on Church Road has been installed correctly.

 

New business:

 

­­Motion by Chair Olson to accept the resignation of Primary Road Maintenance Operator Alan Teich, second by Supervisor Pearson, motion carried unanimously. Alan Teich was thanked for his years of service.

 

­­After discussion, motion by Chair Olson to appoint Duane Swanson, Wendy Tchida, Gary Valvoda, Merrie Ann Hesselroth, Corinne McKenzie, Patrice DeGray, Steve Douse, and Roberta Folkestad as election judges for 2016, second by Supervisor Schlaeger, motion carried unanimously.

 

After accepting the resignation of Clerk Roberta Folkestad, due to her moving out of the township, motion by Chair Olson to appoint Roberta Folkestad to fill the position of Clerk of Royalton Township until the March 2017 Annual Election, second by Supervisor Schlaeger, motion carried unanimously.

 

There was some discussion about ditch clean out on the west side of Clover Road, but it was tabled as more information is needed.

 

There was discussion about opening charge accounts for Royalton Township at Ace Hardware and the recycling facility. This was tabled so the treasurer can inquire if the recycling facility does charge accounts.

 

Planning Commission member discussion was tabled.

 

Re-keying locks was tabled for now.

 

There was information shared about the date of the next board meeting, the letter written to the phone company, and the Federated Propane leak check.

 

Being no other town business, motion by Supervisor Pearson to adjourn, second by Chair Olson, motion carried unanimously. 8:23 pm, meeting adjourned.
