7:37 pm, Chair Wayne Olson called the September 27, 2016, Royalton Township Board Meeting to order with Supervisor Jeff Schlaeger, Treasurer Wendy Tchida, and Clerk Roberta Folkestad present. Member Marshall Pearson was absent. The pledge of allegiance was recited.

 

After discussion, motion by Supervisor Schlaeger to add: tools, attorney letter, preventative maintenance contract with Nortrax, turn around on Timber Drive, sprinkler system, DOT on truck, mound mowing, septic pumping, and solar farm to the agenda and to approve the agenda, second by Chair Olson, motion carried unanimously.

 

Motion by Supervisor Schlaeger to approve the August 30, 2016, Board Minutes as printed, second by Chair Olson, motion carried unanimously.

 

Motion by Supervisor Schlaeger to approve the Treasurer’s Report as read, second by Chair Olson, motion carried unanimously.

 

 After reading and discussing checks 8067 – 8095 in the amount of $11,020.38, motion by Chair Olson to approve and pay checks, second by Supervisor Schlaeger, motion carried unanimously.

 

Public forum was offered.

 

Planning Commission recommendations:

 

Planning Commission Member Gary Valvoda has compiled an emergency call list for the shop and office. Thank you very much.

 

Old business:

 

The road closed barricades are still being researched.

 

Mark LeBrun, Pine County Engineer, will be contacted on costs for dust control on roads.

 

The culvert and ditch clean out on Clover Road are waiting for the crop to be taken from the field.

 

After discussion, motion by Supervisor Schlaeger to pay $1,237.22 to Travis Kemen at Designs for Learning for a Lenovo E560 computer at $817.93, three Kaspersky anti-viruses for three years at $219.40, and three copies of Office Standard at $200.00, second by Chair Olson, motion carried unanimously.

 

Rekeying of locks was tabled until the October 25, 2016, board meeting.

 

Clerk and deputy clerk was tabled.

 

New business:

 

After discussion, motion by Chair Olson to raise the clerk and treasurer bond limit from $100,000.00 to $300,000.00, second by Supervisor Schlaeger, motion carried unanimously.

 

­­After discussion, motion by Supervisor Schlaeger to have the septic system pumped before cold weather, second by Chair Olson, motion carried unanimously.

 

The mowing of the mound system is done for the year.

 

The dump truck needs to have the annual DOT done at S & S Custom Springs and Truck Repair.

Primary Equipment Operator Dan Saumer will take the truck for the DOT.

 

Lawn sprinklers will be shut off.

 

Air compressor, tools and straps need to be added to the agenda for next month’s meeting.

 

After discussion it was decided that Chair Olson will contact Attorney Kevin Hofstad about sending a letter to the property owners Terry Hecht and Sheila Lande, 3623 State Highway 70 PID # 29.0241.000, that someone seems to be living on the property again and there is junk accumulating again.

 

After discussion, motion by Supervisor Schlaeger to sign a preventative maintenance contract with Nortrax for $5,134.00, which has a $1,200.00 credit on it for returned miscellaneous filters, second by Chair Olson, motion carried unanimously.

 

Pine County Engineer Mark LeBrun has been contacted about Royal River Run Road’s culvert washout. Signs that say town road ends here will be discussed at the next working planning commission meeting.

 

The Township has written permission to use the turnaround on Timber Drive and the town is to maintain it. It needs gravel. After discussion, motion by Chair Olson to have Grasston Excavating put two loads of gravel on it in the next couple of months, as conditions permit, second by Supervisor Schlaeger, motion carried. Primary Equipment Operator Saumer will contact Grasston Excavating about this.

 

After discussion, motion by Chair Olson to pay the secondary meeting pay to Planning Commission Members Gary Valvoda and Leslie Orvis to attend the Solar Farm Discussion information meeting on November 9, 2016, second by Supervisor Schlaeger, motion carried unanimously.

 

There was general discussion about the $0.999 per gallon locked in propane price for this coming winter, the cost difference in the MATIT Insurance Renewal from last year, and the fact that the Telephone Company has not responded to two letters written about the damage done by the buried cable to a culvert on Timber Drive. Chair Olson will contact Attorney Hofstad about this.

 

The road side brush sprayers informed Supervisor Schlaeger that it is too late in the season to spray, but that they would put Royalton on the list for April 2017.

 

There has been some permission forms received from the letters sent out about tree removal. They will be kept by Primary Equipment Operator Saumer to share with Tom Lundeen when he comes to do Royalton’s road sides.

 

The sign at the junction of Hummingbird Road and State 70 has not been replaced yet.

 

There was some discussion about the stumps by the shed.

 

The next Royalton Town Board Meeting will be held at 7:30 pm, Tuesday, October 25, 2016.

 

Being no further town business, motion by Chair Olson to adjourn, second by Supervisor Schlaeger, motion carried unanimously. 8:10 pm, meeting adjourned.
