7:30 pm, December 13, 2016, Chair Wayne Olson called the Royalton Township Board Meeting to order with Supervisor Marshall Pearson, Supervisor Jeff Schlaeger, Treasurer Wendy Tchida, and Clerk Roberta Folkestad present. The pledge of allegiance was recited.

 

Motion by Supervisor Schlaeger to add: tools, Clover Road, testing of road gravel, brush pile, Dan Erhart land deal, board of appeal and equalization to the agenda; and to approve the agenda, second by Chair Olson, motion carried unanimously.  

 

Motion by Supervisor Pearson to approve the November 29, 2016, Board Minutes as printed, second by Supervisor Schlaeger, motion carried unanimously.

 

Motion by Supervisor Schlaeger to approve the Treasurer's report as read by Treasurer Tchida, second by Supervisor Pearson, motion carried unanimously.

 

After reading and discussing checks number 8172 through 8201 in the amount of $11,782.09, motion by Supervisor Pearson to approve and pay all checks, with check 8179 in the amount of $21.60 voided, second by Supervisor Schlaeger, motion carried unanimously.

 

Public forum was offered.

 

The Royalton Township Planning Commission recommended to the board to test the township roads gravel content for possible future dust control.

 

Old business:

 

There was discussion about replies to the ad for a Minnesota Licensed Septic Inspector. There was one reply to the ad, this was from Amy Thompson of AT Septic Inspections & Design Inc. She comes highly recommended by the current inspector Harvey Lindstrom. After discussion and finding her qualifications in order, motion by Chair Olson to hire Amy Thompson of AT Septic Inspections & Design Inc. as Royalton Township Septic Inspector, second by Supervisor Pearson, motion carried unanimously.

 

There was discussion about the property located at 3623 State Highway 70, PID # 29.0241.000, belonging to Sheila Hecht.  At the November 29, 2016, board meeting, the board tabled making a decision about this property until the December 13, 2016, board meeting due to a verbal agreement with the owner to give her time to finish cleaning up the property. The clean-up has not happened; two vehicles have been added. Zoning Administrator John Kemen recommended a letter be sent from the town attorney with an ultimatum of finished clean-up to be done by January 30, 2017, or Attorney Hofstad will start legal action. Motion by Supervisor Schlaeger to follow the zoning administrator's suggestion, second by Chair Olson, motion carried unanimously.

 

Road Superintendent Dan Saumer did some checking about road barricade prices. Motion by Chair Olson to have Superintendent Saumer purchase barricades for the township for $1,098.84 from M & R Sign, Fergus Falls, second by Supervisor Schlaeger, motion carried unanimously.

 

The discussion about a fireproof file cabinet was tabled for now.

 

The planning commission has been working on dust control options and will continue to collect information and crunch numbers.

 

After discussion about pay for the wing-man for snow removal, motion by Supervisor Schlaeger to pay $16.00 per hour, second by Chair Olson, motion carried unanimously.

 

Bill Coleman was in attendance responding to the ad placed in the newspaper about hiring a wing-man for snow removal. He has many years of heavy equipment experience, is retired from East Central Energy, and looking for something to do part time. After discussion, motion by Supervisor Schlaeger to hire Bill Coleman for a sixty-day trial, second by Chair Olson, motion carried unanimously. There was also discussion about the type of license required to run road equipment. More information will be found about this for the next meeting.

 

New business:

 

After discussion about table carts, it was decided more information will be found for the next board meeting.

 

Superintendent Saumer did a length measurement of Clover Road. The board will view this road. This is tabled until the January 31, 2017, board meeting. The clerk will look for easements on this road.

 

Earl Molin from E.G.T. Testing, was in attendance. He has been doing road gravel testing for many years. To do a road gravel test, the grader grades the gravel into a windrow down the center of the road and Mr. Molin takes samples amounting to 30 to 35 pounds per mile at a cost of $1,620.00 to do the 27 miles of township roads. After discussion, motion by Chair Olson to have this done early in the spring of 2017 at a cost of $1,620.00, second by Supervisor Schlaeger, motion carried unanimously.

 

After discussion about tools needed for maintenance, motion by Supervisor Pearson to spend up to $2,000.00 to complete the inventory purchase of miscellaneous tools needed, second by Supervisor Schlaeger, motion carried unanimously.

 

After discussion about the brush pile on township property it was decided that Superintendent Saumer will cut up the felled trees left out there and burn the pile.

 

Royalton Township property owner Dan Erhart is dealing with the DNR in trading two pieces of property in Royalton Township. One is at the end of Maple Shores and the other is near Bears Ear. If he trades and has a parcel less than ten acres, he must attach it to a larger parcel.

 

Supervisor Pearson has been certified for the board of appeal and equalization.

 

Jenny Peters who served Royalton Township as clerk, treasurer, and planning commission clerk, passed away. The clerk will send a sympathy card from the township and planning commission.

 

The next town board meeting will be held at 7:30 pm, January 31, 2017.

 

 Being no further town business, motion by Supervisor Schlaeger to adjourn, second by Supervisor Pearson, motion carried unanimously. 8:27 pm, meeting adjourned.
