6:30 p.m., 8 August 2017, the Royalton Township working planning commission meeting convened with Chair Leslie Orvis and members Jeff Schlaeger, Priscilla Schneider, Duane Swanson, and Gary Valvoda present.

 

Chair Orvis asked for discussion about a proposed fencing ordinance, as directed by the board of supervisors.  Member Valvoda had researched the existing ordinances for Pokegama Township and Chisago County and provided copies of relevant portions.  Discussion began on the need (or lack thereof) for a comprehensive ordinance. Consensus seemed to be for a narrowly focused ordinance not dealing with agricultural fences or property line fences (essentially covered by the state fencing law) but concerning screening for visual nuisances and landscaping.  Substantial discussion occurred on whether or not there was a need to include setbacks from the property line.  No consensus was achieved.  Chair Orvis directed Clerk Swanson to draft a preliminary document that could be shared with members at the next regular meeting.  This document would be a starting point for continuing discussion and would not be one for any final action.

 

Clerk Swanson initiated the discussion on drafting a proposed agreement with Nessel and Pokegama townships about shared responsibility for town line roads.  The commission reviewed line-by-line the model agreement from the Minnesota Association of Townships drafting language to reflect the current verbal agreements with partner townships.  Chair Orvis directed Clerk Swanson to draft possible wording for distribution at the commission's next regular meeting.  These drafts would then be reviewed at its next working meeting.

 

General discussion followed with members updating each other about town affairs.  There was general consensus that the wall mural on the shed was a great improvement to the campus.  Road matters were discussed at length with the strong conclusion that the town needs to develop a readily available database on the status of each road, including graveling, chloriding, brushing, and culvert histories.  Treasurer Wendy Tchida has been working on such a document, and the commission requested a status report on it.  The possibilities of a volunteer to design and enter data were discussed.
