6:00 p.m., 27 March 2018, Chair Marshall Pearson called the reorganizational board meeting to order with Supervisor Wayne Olson, Supervisor Jeff Schlaeger, Treasurer Wendy Tchida, and Clerk Duane Swanson present.  Deputy Clerk Roberta Folkestad also was present.

 

Supervisor Olson moved, Chair Pearson seconded, to nominate Supervisor Schlaeger for the position of chair and to cast a unanimous ballot for him.  The motion carried unanimously.  At the request of Chair-elect Schlaeger, Supervisor Pearson remained in the chair for the duration of the meeting.

 

Supervisor Pearson moved, Supervisor Schlaeger seconded, to nominate Supervisor Olson for the position of vice-chair and to cast a unanimous ballot for him.  The motion carried unanimously.

 

Supervisor Pearson moved, Supervisor Schlaeger seconded, to set the regular board meetings for the last Tuesday of each month, excepting December, at 7:30 p.m. in the Royalton Town Hall, with the regular monthly planning commission meetings to be held on the same day at 7:00 p.m. in the town hall.  Motion carried unanimously.  The Clerk will post this schedule as required by law.

 

Supervisor Olson moved, Supervisor Schlaeger seconded, to designate the Pine City Pioneer as the official newspaper for the town, to designate posting locations as the town website and the posting board outside the town hall, and to designate Frandsen Bank and Trust of Pine City as the town depository.  The motion carried unanimously.

 

Supervisor Olson moved, Supervisor Schlaeger seconded, to set the regular December board meeting at 7:30 p.m., 11 December 2018, in the town hall with the regular planning commission meeting preceding it at 7:00 p.m.  The motion carried unanimously.

 

Supervisor Pearson moved, Supervisor Schlaeger seconded, to set the 2019 road inspection date as the same day as the county-set board of equalization.  The motion carried unanimously.

 

Supervisor Pearson moved, Supervisor Schlaeger seconded, to appoint Supervisor Olson as supervisor in charge of roads.  The motion carried unanimously.

 

Supervisor Olson distributed a proposed pay and fee schedule calling for modest increases in certain salaries and a substantial decrease in certain fees.  The latter was described as a test case for one year to determine its possible effects on the budget and on the stated opinions of residents that the town's permit fees were too high.  After discussion, the board made the following decisions:

 

Supervisor Schlaeger moved, Supervisor Olson seconded, to set meeting pay for planning commission, zoning, and one road equipment operator at the board meeting at $50 per meeting.  The motion carried unanimously.

 

Supervisor Olson moved, Supervisor Schlaeger seconded, to set the primary equipment operator pay at $21 per hour.  The motion carried unanimously.

 

Supervisor Schlaeger moved, Supervisor Olson seconded, to set secondary operator pay at $17 per hour.  The motion carried unanimously.

 

Supervisor Olson moved, Supervisor Schlaeger seconded, to set the standard township hourly wage at $15.  This scale includes wages for election judges.  The motion carried unanimously.

 

Supervisor Olson moved, Supervisor Schlaeger seconded, to approve supervisor emergency pay at $35 per hour, with the date and reasons appearing on the time sheet.  The motion carried unanimously.

 

Supervisor Olson moved, Supervisor Schlaeger seconded, to set supervisor meeting pay at $100 per meeting.  The motion carried unanimously.

 

Supervisor Pearson moved, Supervisor Olson seconded, to set treasurer meeting pay at $120 per meeting.  The motion carried unanimously.

 

Supervisor Olson moved, Supervisor Schlaeger seconded, to set the treasurer annual salary at $1,600 per year, with a maximum of eight (8) extra hours per month at the standard township wage.  The motion carried unanimously.

 

Supervisor Olson moved, Supervisor Pearson seconded, to set the clerk meeting pay at $120 per meeting, with a maximum of sixteen (16) extra hours per month at the standard township wage.  The motion carried unanimously.  The clerk's annual salary of zero (0) dollars remained unchanged.

 

Supervisor Schlaeger moved, Supervisor Pearson seconded, to set the deputy clerk salary at $2,900 per year, with a maximum of sixteen (16) extra hours per month at the standard township wage.  The motion carried unanimously.

 

Supervisor Schlaeger moved, Supervisor Olson seconded, to set all day training for board at $135 plus mileage.  The motion carried unanimously.

 

Supervisor Olson moved, Supervisor Pearson seconded, to set secondary meeting pay at $50 per meeting plus mileage.  The motion carried unanimously.

 

Supervisor Pearson moved, Supervisor Schlaeger seconded, to establish mileage reimbursement at the current federal rate.  The motion carried unanimously.

 

Supervisor Schlaeger moved, Supervisor Pearson seconded, to set zoning administrator first site visit pay at $55.  The motion carried unanimously.

 

Supervisor Schlaeger moved, Supervisor Pearson seconded, to set the zoning hourly wage at $17 per hour.  The motion carried unanimously.

 

Supervisor Olson moved, Supervisor Schlaeger seconded, to set town hall rent for residents at $50 plus $200 refundable damage deposit, to set town hall rent for non-residents at $100 plus $200 refundable damage deposit, and to have no charge for residential non-profit organizations.  The motion carried unanimously.

 

Supervisor Pearson moved, Supervisor Olson seconded, to permit no brush cutting without authorization by a supervisor.  The motion carried unanimously.

 

Supervisor Olson moved, Supervisor Schlaeger seconded, to permit no parts or purchases over $200 without approval of a supervisor.  The motion carried unanimously.

 

Additional discussion on the permit fee schedule followed.  Supervisor Olson moved, Supervisor Schlaeger seconded, to charge $50 per farm accessory permit, $50 per site permit, and $50 per culvert/driveway permit.  The motion carried unanimously.

 

Supervisor Olson moved, Supervisor Pearson seconded, to set the following fees:  conditional use and interim use permits at $300, duplicate of any permit at $30, septic permits at $375; certification of existing sewer system at $250, and repair mound/septic system permit at $150.  The motion carried unanimously.

 

At 6:41 p.m., Supervisor Olson moved, Supervisor Pearson seconded, to adjourn.
