7:00 p.m., 29 October 2019, Chair Leslie Orvis called the Royalton Township regular planning commission meeting to order, with Members Jeff Schlaeger, Priscilla Schneider, Duane Swanson and Gary Valvoda present.  Supervisor Wayne Olson, Supervisor Marshall Pearson, Road Superintendent Dan Saumer, Assistant Road Superintendent Alex Anderson and Septic Inspector Amy Thompson also attended.

Member Valvoda moved, Member Schneider seconded, to approve the agenda with the addition of Pangerl/Nordby land subdivision proposal.  The motion carried unanimously.

Member Valvoda read the minutes of the 24 September 2019 regular meeting.  Member Schneider moved, Member Valvoda seconded, to approve the minutes as read.  The motion carried unanimously.

Member Valvoda moved, Member Schneider seconded, to approve the minutes of the 8 October 2019 working planning commission meeting.  The motion carried unanimously. 

Old Business:

Chair Orvis reviewed the discussion on the proposed solar energy ordinance as discussed at the working meeting.  Member Valvoda has provided additional information from Pine County's proposed solar ordinance for the committee's perusal.  Progress continues on drafting Royalton's ordinance.

There were no updates on policies or levy/equipment funds.  The proposed interim use permit by Kevin McFerran will be removed from the agenda until paperwork is received.

New Business:

Clerk Swanson presented a subdivision request received 29 October from Cabak Law LLC on behalf of Doris Pangerl and Mary Ann Nordby for PID #290170000.  Zoning Administrator John Kemen has not reviewed this request.  The consensus was that the request needs to be forwarded to the zoning administrator, but noted that no soil borings accompanied the report and that the remaining parcel would be considered non-buildable without appropriate borings.

Chair Orvis reported on the land auction for Bill Saumer's 40-acre parcel.  The auction was poorly attended and resulted in a tentative purchase of the entire parcel by a single buyer.  One prospective realtor had the parcel divided into four 10 acre parcels, but the road frontage did not match Royalton's ordinance.

Chair Orvis scheduled a working commission meeting for 6:30 p.m., Tuesday, 19 November 2019. The major agenda items will be the proposed solar energy ordinance and the Pangerl/Nordby land subdivision.

The next regular planning commission meeting is 7:00 p.m., Tuesday, 26 November 2019.

At 7:20 p.m., Member Schlaeger moved, Member Schneider seconded, to adjourn.  The motion carried unanimously.
